Because we all had more time and because it's an increasingly stressful situation, the group of those 5 associations, who started this project, together with a representative of each important party, will submit the law to the Romanian Parliament on 3 June 2020, even on the day of the bike.
They are with us from the beginning 50 organizations, supporting this approach to normalcy and legislative updating.
The cross-party working group set up in the Romanian Parliament in 2017 for the elaboration of legislation favorable to bicycles, announces the launch of the legislative initiative “Law bicycles”, in partnership with the fish 50 of NGOs that have proposed since the autumn of the year 2016 initiating this legislative project.
In the announced form, The Bicycle Law sets out principles and contains appropriate measures to promote the use of bicycles, on many levels, mainly legislative and institutional, in a coherent and integrated way. The law aims to address the many shortcomings of the current regulatory framework, as part of the legislative effort to encourage sustainable mobility, a less polluting transport system and a healthy and modern lifestyle, in line with good practice and trends at European level. Summarizing, is a project designed to encourage the use of bicycles for commercial purposes, recreative, tourist and sports.
The draft will not replace the current legislative initiatives pro-bicycle at various stages of parliamentary proceedings, but will correlate them and provide the missing links, in order to reach a coherent normative framework, favorable to the development of two-wheeled traffic for utilitarian purposes, sightseeing, sports and recreation. Current one-off projects will be supported as they play an important role in raising awareness of the importance of the bicycle., in the wider framework of promoting sustainable development.
According to the future law, promoting the use of bicycles will be declared an objective of public interest and changes will be made to road legislation, urban, tax and a few other areas. The proposal for a regulatory act will also provide for the adoption of a national strategy and a master plan in this regard. Institutional elements will be created at the level of central and local authorities to allow coordination between authorities, both in the elaboration of the measures and in their implementation.
